The International Rose Test Garden is located within Washington Park, adjacent to the start of the Wildwood Trail and Vietnam Memorial. Since opening in 1917, more than 10,000 rose bushes and 650 varieties of roses are present for visitors to enjoy from spring to autumn. A vast array of rose cultivars are sent to this test garden from all over the world to study and evaluate their bloom, color, fragrance and disease resistant properties.

In 1915, the president of Portland's Rose Society convinced the city of Portland to establish this rose garden to serve as a refuge for World War I hybrid grown European roses out of fear they would be destroyed in the bombings. It is the oldest continuously operating public rose test garden in the United States, drawing more than 700,000 visitors each year, living up to Portland's nickname "City of Roses".
